Why is shopping online such an issue in Qatar?

I saw some bargains on the Macy`s US website, filled up my shopping trolly, went to pay, and there was a problem accepting my card.

Never mind, I will call thier customer services, a nice lady took all my details, I explained the card was registered in Qatar, no problem she said, I gave her the shipping details, the billing address then my IBQ debit card details, she processed the order and my card came back as declined, I asked her to try again, as I knew I had the funds available, again it was declined, try my credit card i said, again this was declined, I then got on my other phone and called IBQ, they advised I had no problem with any of my cards, so I asked Macy`s to try again, again declined, then IBQ said that the amounts were on hold and I would need to check again in 24Hrs. Thats like going to a store in Doha, then saying, I will come back tomorrow for the goods if my payment clears. I appologised to the Macy`s agent and hung up in total embarressment, I was then informed that all the amounts that had been declined and were on hold, should be released back to my account in 14 days, the cheek.

Why is the banking system for IBQ so antiquated? For such a self proclaimed forward thinking bank they are years behind the rest of the world. We can not even manage to get some bargains online or over the phone due to the heavy restrictions placed on the use of debit & credit cards outside of Qatar.

Trying to explain the idea of instant purchase to IBQ was difficult, retailers will not wait for payment to clear anymore, the days of cheques are long gone, catch up with the rest of the modern world.

Is this a problem with all banks in Qatar or Just IBQ.
