Can anyone clarify? Is it in your agreements that keys are not handed over until you have paid these connection fees, even if you don't want to connect the utility?
What if you don't want a QTel line? Are you still forced to pay a QTel connection fee, even if you never intend to have a fixed line phone or internet line?
Imagine someone does not want cooling in his house, how can they prevent him from moving in? Is it in the agreement?
If so, it is very cruel...!

Correct me if I'm wrong, but until you pay the district cooling fees, you aren't allowed to move in to your apartments, right?
I've been following this and find it amazing that QC can claim that district cooling is more efficient that AC, but given the indicative pricing that seems a bit misleading. Even in summer the electricity bill (for AC AND everything else) in my 2 bed flat is about 100Qr.
of a land development deal in Lake Havasu City, AZ back in the 70s. The Realtor would get you a local job after you bought a parcel from them....one year later you are laid off and lose the land back to them and someone else buys it and the cycle just kept on going. I will not be surprised to see a lot of locals get some real good prices on real estate at the Pearl after people back out or lose their flats there.
I don't think we need to do anything in the name of God, he's a big boy and can take of himself.
Why not think of an alternative solution?
For example, try to see if you can install slim cascade split AC units in the rooms in the middle of the ceiling. I have installed Mitsubishi slim cascade split units that are only 15cm thick. These don't take much space...
For the condensing units, try to make a place in you veranda for a big condenser to cool 2 or 3 units simultaneously. This can be controlled through a small controller with the system. After all, you will rarely need all rooms to be cooled at once.
If you need, say 4 or 5 units per apartment, the total cost would not be more than 25,000 QR including installation and commissioning.
It would save you a lot!
Of course, if you can get a permit to install all condensing units on the roof of the tower, then that would be a better solution, but the lower the flat in the tower, the more it will cost...
