In Feb09 as per the new law that was passed , i read in Gulf Times an article which stated that you cannot even avail of a visit visa if you do not have a NOC from your previous sponsor unless you complete your 2 years.

I have a Dutch friend who worked with me here and left last year and is working in Dubai now, but when he tried to visit Doha availing Visa on Arrival he was refused and was told that he needed an NOC from my company.

No you can't. Once you're visa cancelled and no NOC has been issued...no chance for u to come back for two years...

yes, you can but you won't be able to find a new job unless your previous employer grants you a NOC.

No buddy , you will need your Ex-Company's NOC or else you have to do your time of 2 years being outside Qatar before any other company can sponsor you here on a work visa.
