Yes you can get married at the Philippine Embassy in Qatar provided that youre both single and have proof of it, so you need to get a CENOMAR of Certificate of No Marriage from the NSO in the Philippines (both of you) and make it authenticated (red ribbon) at DFA in the Philippines. Since both of you are here in Qatar a relative can get the said CENOMAR on your behalf provided that you'll give them authorization and have valid id's.
You also need an NOC from your employer and authenticated (red ribbon) birth certificate from NSO in the Philippine, same with CENOMAR a relative can get this for both of you.
I know a lot of friends done this procedure in Phil. Embassy BUT a lot of documents to provide:
1. Singleness for Both of you (CENOMAR)
2. if one of you is less than 25yrs. it will require parent consent/affidavit of consent, form will be available at the embassy(copy of parents ID should be attached as well, Passport ...etc... )
3. birth certificate for both of you.
4. NO objection letter from the company sponsor (NOC for both)
5. passport copy
6. ID/pataka copy
NOTE: item 1 to 3 should be should be authenticated by DFA (red ribbon).
