Immigration Department will asks NOC even after more than 2 years???

To my knowledge, NOC is no longer require if you are out in the country for more than 2 years from the date of your departure here in Qatar. Recently, I went to get a visit for my cousin who wishes to visit Doha after more than 2 years out of Qatar, to my dismay, the agency told me, it is not 2 years but 2 and 6 months years?????, and the immigration department MAY asked for NOC....Is there is new law or provision like this?

The agency told me, if immigration department requires NOC and I could not provide them the NOC then I could NO LONGER REFUND the money. Anyone can clear this for me???
