QTEL 111

I am getting IP address conflict on my home desktop . so i did IP Renew on the desktop but no use . I switched off and on the router and also switched ports to connect to ADSL of QTEL , no use , stilll same error persists .
Tried calling QTEL but always same message , all routes on this line are busy on tel number 111 .
Can anyone advise -how to address the above issue in the easiest manner ?
Set up a static IP.You need to be reasonably technologically apt to do this. http://portforward.com/networking/static-win7.htm This should fix your problem :) Just make sure you set a high number as your IP address (for example: 192.168.1.20 as opposed to 192.168.1.4 which will most probably be taken and will cause another IP conflict)
