Hi There;

I want to open US $ saving account with online bancking service in Qatar, but I am out of Qatar and donot have
residency.

Are there any banks authorized to doing that? if yes, plz let me know.

get a business visa and being in Qatar physically.

You can open a savings account being non-resident. QNB and lots of other banks will happily do this for you as long as you have the business visa. However to use internet banking you have to have a local ID.

I know that strings were pulled in order that journalists attending the Asian Games could open accounts.

according to central bank rules you can't open an account in qatar unless you are resident, a business visit visa is OK in condition to provide the residency once you get it and you have to be phisically present. this includes banks that have online services

HSBC and Doha Bank have offices here in Doha and the US. I don't know if you can open acct without residency or even living here. Try checking out their websites.

I do not understand why will you want to put your money here in qatar when u do not live here.

But to answer your question, HSBC & Qatar national bank have online banking. I am not sure if they will let you open an account there, if you do not have a resident permit here.
