Sure, you can get an Indian license by submitting the original Qatar license. You have to go through learning test.once finished,they will issue you indian license. All process will take 1 - 2 weeks time.
Indian driving licence is not used here to obtain Qatar DL.
if you contact a driving test institute they will do all the job for you. they would get the learners licence, medical certificate etc, etc.
you need to go on the day of the test and report there with your original qatar licence and keep your passport too with you.
they would make you sign the form in front of the officer and no need to take a test again.
your licence would arrive in 21 - 30 days to your address
By the way, its a legal procedure to get the Indian driving license by producing your GCC license and appearing for the computer test. Road test is not required.
Your question is a bit confusing. Here is what I understand: You have a Qatar driving license and you would like to pick up a license in India...is that it?
If thats the case, then its very easy or atleast in Kerala it is very easy ( I believe the rule applies everywhere but I am not sure). If you have GCC driving license, then all you need to do is approach a driving school and ask them to prepare forms to convert this into Indian license. The total cost would be around Rs. 1600 - Rs. 2000 depending on what is the commission of the agent. Then you have to go the RTA in your area and appear for the theoretical computer test (Get a copy of Driving rules, regulations and signs and go through it before the test). This consists of 20 multiple choice questions of which you have to get 12 correct to pass. You will know your result the same day. Once you have passed, you can get your license the next day. Remember to tell the agent that its urgent for you and to process it quickly. The agents will have their contacts in the RTA who get their work done quickly.
I know all this cos I got mine done last December. It just took me two days in total and now I have a license that expires in 2029!!....:)

Are you planning to take Indian Driving Licence by submitting your Qatar Driving License? You cannot get it without a test if you go Officially. It will be better to approach one of the driving schools who could help you to get it without a road test.
