Last two weeks ago I received a message from Al Khebra driving school, u can get driving license even though without NOC from your existing company.

As long as it is not a formal official declaration then treat it as a rumor.
A couple (or more) weeks back there were some posts related to the topic. Do a search and find out!!
Better go to Traffic Dept and check with them or go to the nearest driving school and ask for details.
