I was a Sat Nav person prior to Qatar and borrowed a friend's for a while. To be honest I found the paper map to be more useful and also it gets you to get to know Qatar quicker. SAT navs are ok as a back up here but you have problems with construction and one way roads etc which cause the SAT Nav to not be as useful as it is in other countries. So I'd save your money.
Usually if you roam in the city only, you do not need any GPS device. Qatar is not that big. If you have plan to go in to desert, it makes sense otherwise I would say big NO.
