Go to Madinat Khalifa Traffic Department. Take your residence permit with you, as well as a couple of photos, and MOST IMPORTANTLY your ORIGINAL Bahraini license. You'll have to get the guys at the copy center to fill out a form for you (explain your situation to them and they'll fill out the proper forms), then go to the main building and you'll be able to get your license there. It's very easy.
