traffic violation problem

two of my friends were in the rent a car and one of them was driving the signal was green so he crossed it but he was stopped by an officer in civil and the officer call the traffic police they told down his liscenece number and impounded the car as the officer said he broke the signal but ther is no proof of that as there was no camera there.and thats not the liscenece holders renat a car it belongs to the otehr person now they say bring 6000 riyals and take it from impound my friend hows liscene number was taken down is traveling very soon will he be blocked or can he exit the country as teh renta car is aldready impounded and its not his what will be the out come

Its the sole responsibility of the person driving the car to pay for any cost occured during the hire period. Whether its a traffic violation or accident. To safeguard their side the rent a car companies always has guarantee cheque before they rent out the car. Your friend will have to pay 6000 QRs or else he will have to take the matter to court where again he will be asked to pay the amount. This is what put me off when i think of settling in Qatar. If the police say something the authorities believe it blindly. I recollect one of my colleagues paid a fine of 3000 riyals for this same nonsense and injustice.
