What are traffic rules for vehicles registered in countries e.g Saudia?

A friend of mine visited qatar from saudia in his car about six months ago. When going back he was going overs speed on salwa and noticed that cameras did capture him. However, at border they did not ask anything about that, no fine or anything probably because the system was not updated by then.
Now he wants to visit again n wants to know if that record will now showup against his cars number n will he fined for that. If yes is there a way to know how much would be the fine so he can keep that in mind that he has to settle this.
To the point answers are appreciated, please dont highjack the topic.

How long has it been? You were not fined when going, but what about when you returned. Did you check on hukoomi if that is showing any fine against your vehicle number?

Even we went for Umrah and had Oversped several times and side road cameras had flashed - captured.

But we were also not fined.

We were left free.

THe registered owner will get the notice of fine soon in Saudi since the vehicle is registered in Saudi
