when some one hit parked car who will pay the stamp fee?

Recently I had gone to the vegetables whole sale market. I aprked my card infront of the market. There was not too much parking because we went after 10.a.m. We parked the Car and went to the fish market. When we returned we saw a chit written in arabic. I tried to find out the number since it was in arabic I started to read from right. It has gone to someone else. Finally I reached the mammoura traffic since it was friday the police called the person and i found he too working somewhere in traffic section. the police had given the paper and told me to go to gatar general insurance. after two days i went to qatar insurance by taking an half day from office. there was no parking place so i parked the car little far away area and walked 20 minutes to reach this insurance co. After i reached the co. they told me that put stamp and bring. I asked the man who made the accident to come to traffic department and pay for stamp it is my utter surprise that he is telling it is your car you pay the stamp. i will not pay. What is the rules? since he made the accident why we should pay. Then again in traffic department there is a person who is selling the stamp. police themselves inform us to collect from that guy. he is taking extra 5 riuals for 20 riyals stamp. so total 25 riyals. Is it the rules in qatar? This is wrong system? Even another day i saw one egyptican man who drove behind my car came by side line even though I made horn he didn't care and hit my car. then he drove away. I made horn then he stopped his four wheeler. I asked him to get down.When i Noted his car no. he told it is nothing only little paint had gone. Why all four wheelers thinks that they are somthing greate? The mentality should change. Whe people get more facilties than their own country they forget everything it seems. There should be strict rule those who make accident should take the third party car and get it repaired and also pay the stamp fee and all other expenses then only this type of reckless driving will stop. Once they waste their precious time for doing like this it will automatically stop
