Why do less severe traffic violations attract more fines than more severe ones?

I got a yellow sticker on my car for parking on the road in Dafna (opposite city centre) because there wasn't anywhere to park at city centre's car park. Beleive you me,on that fateful day, the traffic dept made a kill; more than 50 cars parked on the road got the boots!
I checked the moi website after 3 days and saw a QR500-fine.
I was wondering why parking violation attracts a hefty fine and overspeeding and other more severe violations don't! Could somebody explain why this is so?Or the traffic dept officer (who places or enters the fine on moi website) just ditch out fines according to his mood?
Thanks for the advice and inputs.

Thanks bidio and jasmineA! I wonder why some fellas can't just keep mute if they don't understand the question asked!

Anyways, on top of the fine, i also got three points written in red on moi website. What does this 'red' mean?

Yes, Im agree with him,cos there's lots of people using there mobile while driving and putting their kids in front of them. Why can't the officers give them fine and points for that. That was really dangerous comparing to that parking on the roadside. Back in Singapore Law you can't do this things, but here they treat people here sometimes unfairly. Sometimes I did compare here when im driving and driving down there, Its really different but cost of living is the same........

Give an example of a fine for a serious offence that is less than the 500QR fine you received?

Double check that the yellow sticker was not a 'Watchmen' sticker lol
