when can come back to qatar if i leave from my current company without visa stumped

hi friends,
i arrived to doha on 19 of November 2012 and it's a work visa which is provided by my current company now i am planing to leave my current company because i found a high salary job with a new company. my current company is not providing NOC and not allowing to transfer the sponsorship to new company. so i plane go exit and come back to join with new company. hope is it possible because i did not finish my medical and finger print so far but i am completing 3 month here in doha on 19 of February 2013.
my current visa is issued on 28 of september 2012 and before entry date is 28 march 2013
my question is if i go exit to my country from my current company do i have to wait to comeback until finish my visa expiry date(28 of march/before entry date)?? or can i come back before 28 march???
also where can i pay fine of over stay amount of 10 QR/perday ???
pls answer who know proper knowledge regarding on this matter plss it URGENT!!!!!!!!!!!!
