I would say no, there are probably no enforced safety regulations. Most companies here are more concerned with saving money and meeting deadlines than they are with worker safety.
However, I have worked for a company in Qatar with strict safety rules, and we still always found guys ignoring even basic safety protocols, so some of it is just laziness and ignorance on the part of the workers as well.
