Concerned over the reported practice among some employers to try and prevent former staffers from taking up fresh jobs in Qatar even after the end of the two-year ban period, a section of expatriates has urged the authorities to introduce relevant provisions to curb the “misuse” of the local labour rules.
It has come to light that such employers apply for visit visas in former workers’ names on getting information that they are seeking to return to Qatar with new jobs. They do this to prevent former employees whom they dislike from working with a new employer in this country, it has been alleged.
Using the former employees’ passport details, which are available in their HR departments, companies apply for visit visas in their names without informing them. When the prospective employers of these people try to apply for a work visa, they learn that someone else has already applied for a visit visa.
“This is being done to deliberately block the entry of individuals, whom their former companies do not like, even after their two-year employment ban period ends,” said an affected individual.
“Some companies, it seems, continue to harass former employees who have left the country after cancelling their visas. They resort to methods such as applying for visit visas in their names even after the two-year ban period on seeking employment ends.
“The affected individuals learn about such malpractices only when their new employer starts the process of obtaining a visa,” he said,
When contacted, a diplomat of a South Asian country said such malpractices would be brought to the notice of the local labour and interior authorities during the meeting between his country and Qatar. The diplomat said: “Why should an individual be stopped from entering the country to take up a job only because his previous employer dislikes his presence locally, even after the two-year ban period ends?”
The aggrieved individuals also feel that there should be a provision to blacklist companies that resort to such methods.

What to do? No one seems to take serious note of it.
I know it doesn't make sense, MD, but that is how they do it. Actually the exact instruction of the Agent was, if my applicant wont be able to make it, i have to inform them at least 3 days before the visa expires so they can cancel it, otherwise "we(Agent) might put her in blacklist"
Janneyy03 it seems a bit heavy to blacklist visitors for not using the visa - unless of course this is stated on the application form. if not it is difficult for new visitors to the country to guess.
plus the visitor could have a moment that means not being able to visit. perhaps getting married or engaged or a crisis or something.
it just doesn't add up.

there was a case in the UK where a woman was harassed by her office colleagues - implicitly - and not sure if it was because of her secretarial position. she won the case - it was the first ever I think - where implicit harassment was proved.
not sure why the higher ups are being allowed to get away with it here - surely the Board Directors must not want people who are in it just to pass their time - or winging it - imagine the absolute time & monies lost by their all and sundry tactics.
Hi Morningdelight. You can also apply a family visit visa for your parents, but in my case i cannot provide a salary certificate which is part of the requirement as my employer won't give me anyway, reason why i chose to apply from a travel agent a tourist visa for my mom.
As for your question, i don't really know the answer, sorry. But as per the explanation of the agent, every visa which is not properly cancelled is being reflected in MOI against their company and might cause them big trouble as well.

Useful info to know as I honestly believed that getting your parents here was QID based and nothing else really.
Just a question please, why would the travel agency blacklist just Person A and not do the same to Person B considering the incomplete paperwork etc.
Are they not accountable to the MOI here in Qatar?

Hi as there are so many fellow QLers who have mentioned restricting former employees - surely QIDs get cancelled once the employee resigns.
Hence, why does the case of restriction come into focus?
Some of the guys who go by the titles of managers in high places and who cannot stand their co workers who happen to know more then them about the work, who have the more experience or who stand in their way of carrying out their dirty deeds will try anything and everything to get their co workers not only out of a job but also see that they dont get a NOC and are sent away with no hope of coming back. Its the favourite past time of a lot of idiots out here

I doubt the locals are even aware of what the guys inbetween or at the management level at their companies are upto or whats going on in the name of the locals
Cancelling somebodys visa for petty reasons and trying to do away with them just out of sheer dislike, hatred, jealously, etc is simply unethical and a disgrace to the organization where such things are done and to my knowledge it happens in the best of companies where they have all this fancy systems like "vision 2020" "Ohsas" "customer satisfaction"

HGL hotels will do the application of the visa for you..
I also did not have to book for a hotel room but the hotel gave me dummy reservation. Sounds illegal? IDK, i needed to see my mom for couple of days and that is the only option i had. Im speaking only base on my experience.

Its not the same... Visit Visa and Tourist Visa are different. She was giving another option to prevent them from comng back after 2 years.

Why do they do such things? Simple, because some people have abused the system. Now ALL have to suffer. Nothing new, right?

No.. Personally you cannot apply tourist Visa.. you can apply through a Hotel. You need to book room there for few days... no need to stay there. You can talk to the hotel and sometimes they agree for a week’s stay by paying for two or three nights booking in the hotel. One of our QLer.. who you know can arrange it through his Hotel.
Sounds interesting to know more about the kind of visas. So is a tourist visa same as a visit visa. Also can I in my personal capacity apply for a visit visa for anyone just like tourist visa.
I know many big companies also doing this.
There is a company which demands 1 or 2 people to be signed as security/ bystanders when anyone want to go for vacation, in case this guy didn't come back, these people will be loosing 2 months salary....

In case i want to prevent a person for coming here, i can apply a tourist visa for her/him without his knowledge (i only need his/her passport copy).
If thousand employees come and go in one company did they care to remember a certain employee ? Or else an employee after two years ban come back , and learned that his company still paying or applying visa in his name spend some unecessary expenses of no prifit is that what you like to explain?... It can really happen. I can apply a tourist visa for my friend in any travel agency. I only have to pay 700 (filipina) +copy of my QID+my applicants PP copy. I can do that even without the consent of my company. in 3 days or so the tourist visa will be released. And she will have to use the visa before 60 days upon issuance. That is called impersonation,a big crime that should be taken seriously.Atleast a worker should have a freedom after completion of his contract.
Hope Authorities will look into the entire bad practices of quasi employers abusing their positions in Qatar against its employees gradually in the coming years.
There are ways to restrict an employee, say the star sales persons, from being a threat to the company without resorting to wrong means.
An experienced star sales person, working with a competitor, in a particular product-line could easily jeopardise or devour the business of a Company. I have seen this happening in Qatar and some other areas. I guess this misuse of the labour law is mostly to stop their own former employees to join close competitors in the same country.
I'm afraid, this news must have given some fresh ideas to some so called "one man show" companies..
...so it now looks like after the two years are over and done with some of the employers or their Managers who got you kicked out in the first place in the name of the company still dont want you to get back here again for fear of you exposing their dirty deeds or the other things that have been going on at the company behind the employers back.

where money, time and billable hours are being validated this would not be without the notice of someone higher up.
most staff take on the persona of the management they work for. if the management sucks the staff replicate the attitude and the culture of the company.
but perhaps the Company Board might be unaware if the authorized signatories would be Management.
another unaware party might be the HO of the Company.
brit...am not sure if anyone in a company can apply for visit visa for an individual without someone from the relevant management knowing it unless it is the topmost guy who is itself doing it.
My guess is that it is not the companies, but individuals with gripes against the former employee who are doing this..
Wow...this is something new. Don't these guys/ companies have anything better to do than to be after the employees who left them.

I agree that these companies should be blacklisted and individuals who carry out such practices should be sacked..
