Stamp on Visa cancelled - What does the number mean?

Dear all,
Two colleagues have decided to leave Doha and work in the UAE instead. One of them got his work visa from Qatar stamped with the number "11", where the other one got a number "5" on the red stamp they put you in the work Visa.
Does anyone know what does it mean?
2nd question: For a person who worked in the past in Doha, and wants to work back again, will he get the same Qatar ID number, or the new employer will assign a new ID?

Thank you Jade03, although usually HR departments don´t help much, and don´t even know this type of details. And in this case, my 2 colleagues work for different companies. Neither of them were able to respond this question :)

It is the counter number at the immigration office for their internal records. Check with HR & Legal department for any more queries on this.

Qatar ID number will be same for one person for his life time even his sponsor changes.
Qatar ID number is uniquely identified to the person.
