satria, LCD screens have an issue called "ghosting" where fast movement is blurred, hence the term.
I wouldn't buy anything that has a response time of less than 8ms.
Walk away from anything with less than an 8ms response time. If it's not listed in the spec sheet ask to see the box.

By all means get the largest you can afford. If you're going to use it to watch movies or play games get one with a fast response time.
For 700 u can get a 19" Samsung or Acer LCD...
Did you check Samsung themselves? I don't know about the prices really but why so small? Also check out LG.
