Free mobility of employment in Qatar

I understand that expatriates need to get a release letter or No Objection Certificate from his employer if he wishes to change his employement to another Company. Could any of you can tell me why such a law is in place? i believe this is some sort of slavery and gives opportunity for employers to exploit employees. Also i believe this is in contrdiction with World Labour Law, which as per my understanding says there should be a free mobility in employment.

Further, also i want to know if an expatriate employee resigns his job and goes back to his country can he enter in to Qatar again? I heard he cannot come back for a period of 2 years?

Ostensibly it is to prevent you from taking corporate secrets from one employer to another without the first's permission. In reality it is a policy to artificially suppress wages and workers' rights, another word for which is "slavery."

Shahee, you are so good at hitting nails on the head, I doubt if you've ever had a black thumb.
