Free Mobilty of Employment in Qatar

I understand that expatriates need to get a release letter or No Objection Certificate from his employer if he wishes to change his employement to another Company. Could any of you can tell me why such a law is in place? i believe this is some sort of slavery and gives opportunity for employers to exploit employees. Also i believe this is in contrdiction with World Labour Law, which as per my understanding says there should be a free mobility in employment.

Further, also i want to know if an expatriate employee resigns his job and goes back to his country can he enter in to Qatar again? I heard he cannot come back for a period of 2 years?

I have been hearing this new Labour Law for ages now. I don't know when it will be released? Does any body know better?

he cannot get a residence permit for two years thats all.

After that he can join the company that he wanted to two years back.

Evey company or government has some policy which discriminates the employee.

Most of the companies have a cluase that they make you sign saying that you will not be joining their rival in case you resign from their company

for a period of one year.

NOw isnt that a blatant interference in you right?
