Why is Paypal Not Accepted in Qatar

We can create an account and Send Money But we are not Authorised to Receive money from Outsiders.Why is this.??Any 1 here having the same problem and can any 1 tell me whr we can Buy E-Card to Purchase onine .

They transfer the money to your Debit or Credit Card of UAE. So I guess there is no racism involved here.

They do it to everyone in the Middle East.
It's kind of racist but ah well.
I had an account for 3 years. Had over 100 positive feedbacks (not a single negative) and once I moved back to Qatar and changed my address my account was 'magically' suspended.

When the seller sets up the account for receiving safe payments through PayPal, there is the option to choose which countries the seller would like (or wouldn’t like) to deal with. If you cannot purchase on this particular website, it doesn’t mean you cannot purchase on other sites. It might mean that this particular seller doesn’t want to accept payments from Qatar.

i dont have any account coffee for me ..i just want PayPal system to get well integrated with Doha .But unfortunately for Daily Internet users that it does not allow them to receive money from different Users for Providing Services.i have ordered for a Web Surfer Master Card in Doha Bank ...Lets see when i get thr Approval .
