VISA OBTAINING TIME - PAKISTANIS

Iam again here once.  Before soemtime in July-07, one comany offered me job and they said visa is under process but it was declined by immigration dept. Later they told me to send them my resident permit copy of GCC so that they can get business visa. I send them copy and company back to me saying that we do not have justification to immigration Dept. why such kind of visa is required. this is because my resident permit in GCC is Shuttering Carpenter while my profession is procurement officer.  This was closed at the time as they could not able to secure the visa. 

Now another co. offered me job and i send them documents. They said when can you join and iam surprised to note the comments of HR. Officer. I repled saying that it is not matter of my joining, if you can give me visa I will tell u when can i join, how i tell u my joing date.

The company has offices in dubai, oman, bahrain, ksa and seems confident to get visa.

Can anybody help me in this regard and also advise me if procurement officer jobs in qatar usually falling under local or visa can be issued for this if co. is strong and mandoob
