I don' know how true it is but I was told that the traffic department will issue a license to a driver who is 17 if they already have a license from an approved country which I assume is one of the countries that they will allow the transfer to a Qatari license without a road test. I was also told that it is granted on a case by case basis. I have seen kids driving around the American School and I know they are students so it might be worth a shot to just take her down to the station when she arrives and see how it goes.

I had UK license and they changed it over to Qatari license on the spot...

if you qatari perhaps by 14 you can start driving the bently or porche. hehehehe... just mean joke, sorry.

Try to apply for the lisence, I think they can transfer it to qatari lisence at her age. The 18+ rule is for the people who are new to driving.
