Traffic office at the airport.

I've heard from people and read on newspapers that some people weren't allowed to travel cos they had traffic violations pending and some of them had to lose the ticket fares cos their tickets were non-refundable(courtesy Q.A.).
Don't u good people in this lounge think the above situation is double jeopardy?Is there any ulterior motive of the traffic dept behind not having an office at the airport?
That aside,why are there no traffic signals at the roundabouts in Doha despite the statiscal facts that most accidents happen at roundabouts.I think it's hi-time the authorities in charge see to this deal with the problems once and for all.
