I don't understand why this can be illegal, unless you're talking about setting up such service as a business. If you're talking about a private use, there is at least one option, Skype. You need a computer, inet connection, and earphones with a mike. Computer-to-computer calls are free, and computer-to-phone you have to pay. Their international direct dial rates are quite ok.
its not legally but many people are doing such business..sometimes checking are going on,some people will be caught by CID official (i heard like that),few weeks it will be stopped,,again start doing the same.
