Well, to go to bahrain or dubai u need a visa from the respective countries. It can be visa on arrival depending on ur nationality. To go to any country from Qatar, u have to pass thru Saudi, b'coz that is the only country qatar has border with. That means u need a Saudi visa first and then the visa to the country u r planning to travel.
To apply for a saudi visa, the embassy has appointed 5 or 6 agents. The embassy has no direct issuance of transit visa.
The agents list u can get either in saudi embassy or search the QL for Saudi transit.
it usually takes about 10 days for saudi transit visa.
For road - Saudi has 2 imp rules
1. The owner of the vehicle should be accompanied.

if you have a Manager visa then you can get on arrival visa of 30 days for UAE, i dont no procedure about Saudi Arabia.
