No, doubt it is fraud.
you can find it fraud, by following checks
1. They send from normally Hotmail, Yahoo , Gmail or any of the
FREE services emails.
2. It originates from African coutnries,,Nigeria Kenya etc. The
sender name also having a typical African flavour
3. They dont give any profile of Job to yu. Rather they will be
"keen" to know whether you are ready to take up this job

No doubt, It is fraud.... You can check it with Official web site of Shell... I recieved similar one claimed as from Fortune Oil company and I checked with the company website. And found it is part of fraud to loot your money.
Did you ever apply for any post in Shell?
It looks real, but all the scams are now very professional. Wait until they ask for any "processing fee" or any fee to proceed further. If they ask for any fee, then you can understand its a scam. Normally an employer will never ask you to pay something in advance. I have been experiancing same kind of 'offers' and continuing the discussion till they ask for any fee. If we dont respond, normally they also don't respond or once they will respond...then finish...
