How come nobody stops near the stop lines? Is there a law that does not allow cars to come close to it?

I have noticed that most cars do not come near a "stop line" while waiting for the green light in traffic intersections. Rumor has it that if you don't touch the sensors near the stop line, it may take it longer for the light to turn green. Does anyone have a full knowledge about this?

here is the answer which is true ..[i work in this field]

the sensors are far enough from the stopline..

designers make sure that these sensor must be before the line there.. to prevent miss the sensor by drivers..

and who says that in doha it is 99% pretimed??

NOT TRUE..

now the state begins to use the smart signals that is better than sensor ..cuz of having many sensors along the lanes.... to on/off at the best time to..

99% of signal changes are based on timers. The reason people don't stop on the line is that they are scared of tripping the red light cameras!
