I went to HK in April and booked a hotel for my young family from this website aaaahotels.net The hotel is called Regal Riverside.
It turned out to be a fantastic hotel on the cheap. The room, service were all excellent although they had some renovation on the upper floors this didnt disturb us much. The hotel is situated near a shopping centre with a kids play area and a park across the river with chinese participating in Tai Chi. The hotel is close to HK heritage muesum which is a must see for all the family. The rate you pay for this hotel does not include breakfast so you may want to take it into account.
Good transportation links from here, we tended to take the bus from here to most places. An octupus card is great value as well.
If you are talking of 100% entertaining your 4yr old, then yes, go with sjaneyamat, Disneyland will be the place. Though consider the kid wont be able to go on a lot of attractions due to age/height restrictions.
If you are looking for a place in general, and a 4yr old will be just as excited with the Star ferry and a trip to Victoria peak etc, then the YMCA (Salisbury Hotel)where we stay is ideal. Not expensive, has in door heated swimming pool, few hundred meters walk from Star Ferry terminal, 2 minutes from under ground.
Or best yet, split between the two, spend some time in Disney, and some down town (YMCA).
You can try Shangri-la Plaza Hotel. It's one of the best hotel in HK. Then you can bring your kid to Disneyland, Ocean Park, Victoria's Peak. It's a great place to be!
