Yes It will be an issue for him when the passport is given in immigration for RP stamping. Ask your friend to send the PP to his previous employer in Kuwait (through a reliable source and get the RP cancelled from Kuwait)

If the person has a valid a GCC country visa, it is not possible to stamp another GCC country visa unless the older one has expired or is cancelled.

RP will not be stamped in the passport if the staff doing it notices the valid RP of any other GCC country in the passport. If your friend is lucky, then it will be done, if they don't notice the other RP while stamping the RP in Qatar, as happened to two of my colleagues who had Duabi RPs in their passports.

In my case, my passport had to be sent to my previous employer in Dubai for RP cancellation after which Qatar RP was stamped. It was no problem for me to do so, as I am working for the Qatar branch of my orginal employer in Dubai

Check with your friend if he have any pending loans to any of Kuwait banks. if so tell him to not go any where in GCC countries and if not. i think it is not a problem at all.
