Yes they can. You better check with the driving schools for the driving license test. I'm not sure if they have physically challenged accessible cars. My sister is physically challenged had to get her car prior to start the driving lessons.
Most drivers in Doha are "handicapped", i.e. no brain. So, it shouldn't be a big problem.
