I need help.

I am a Electrical Engineer , my family here and I am getting good salary also (around-12), I want to bring my brother for family visit visa under my sponsorship, the question its possible or not ? as I heard that its possible , as per this confirmation I prepared all papers (NOC, Contract, PP copy’s etc) and I went to (up stair - block no.1) Emigration for signature, but simply he said its not possible , I asked him the reason he said “ yellah Yellah “ .
Still I am confused what is the problem behind this …….
Any one please help “ is it possible to sponsor my brother for family visit “ ? any agency is there to arrange this ?

You cannot be a sponsor for your brother under family visit visa. You can sponsor only your father, fatherinlaw, mother, motherinlaw and inborn sister for maximum six months.

But

You can be a sponsor for your brother under tourist visa (QA visa ) for maximum four weeks .
