Visa on Arrival @ Doha Airport

Hi to everyone.. I need an answer for those who have an idea regarding the visa on Arrival. My bestfriend will visit qatar this december 23, 2008.He's from Dubai and has a valid UAE residence permit. His profession was Accountant. Is he eligible to grant a visa on arrival when he reached doha airport. Please help me to answer my query. Thanks
kabayan, no he can not have a visa-on-arrival when he reaches doha.. but i think he can enter qatar or any other GCC country, maximum of 10hrs stay.. like what we are doing in dubai before.. pumupunta kami ng oman from dubai (by land)before, kaya lang 10hrs lang, kailngan mo na lumabas..this visa-on-arrival is only for those having passport of those exempted countries (34 countries yun).. unfortunately pinas is not included in that list/.. if your friends passport is pinas.. he cant enjoy this visa-on-arrival stuff...
