VIsa Oman - Qatar

One of my freind, who is in Oman, now got a good offer in Qatar. He has valid RP in Oman ,which expires in Feb.
THe Qatar Employer already has sent him the visa, but Omani employer does not want to leave him.
Can he forcibily come to Qatar and join here ? What will happen to his Omani visa ? In case the Omani employer does not cancel his visa, can he apply in Qatar ? He is scared about these worries, though he got a good offer

what will happen, if he does not give one month notice or handing over of responsibilites ? Can one sponsor of one country stop sponsor of another country ?
which should happen first -- canceling Omani visa then later stamping Qatari visa ? Or applying Qatari visa later canceling Omani visa ?
If this is a temporary transfer without the visa cancellation than, the bank has no problem with this, all you have to make sure enough funds is available for the installment. But if your visa is cancelled and you obtain a fresh visa for another GCC country then bank dose not allow this because, as per the local lobor law you will be paid your end of service benefits and no guarantee of your return to the State.
Your friend must cancel his RP in Oman before working here in Qatar. It is the procedure here in GCC. RP must come from the country where one is working.
First of all your fiend will have to give a month's notice to the current employer, make sure to obtain a signed copy of notice. Then do a transfer of responsibilities (handover all current issues to someone in the company) during this notice period. If after the completion of the notice period the current employer is not releasing him he has all the rights to appear in Labor court, Labor court will look into this matter and eventuality his visa will be cancelled and all dues paid by the employer, however, please make sure you do not have any outstanding loan, cheque or any unpaid bills.
