Contract Renewal of house rent.

I am flat tenant in one of the building in Old Airport for 9 yrs.The first and the Second landlord was o.k. however last year Oct. of 2008 the building was sold to the 3rd owner. The new owner came for a visit to our flat and find our flat well maintained nicely and clean. Just this 16th of Jan.2009 he call and inform us to sign a new contract, When we read the contract it has already 60 percent increase of the current rent and i refuse to sign because according to Qatar Rental Law Landlord can only give an increase rent of 10 percent,and told us to vacate the place immediately if we don't want to pay the rent amount. I may say that this is so unfair in our part since we are only a medium income earner and we cannot afford to pay the said amount.

Can you please help me furnishing a copy of Qatar Rental Law, article 13, article 15 and artcle 27. As I need to have reference about the Law.
