my brother is coming from france to visit me 10 days , but we want to go to UAE by car, how can i get him a multiple visit visa ? i know how to get him a single entry visa , but shall i wait for him to arrive and then go to imigration dpt here ? how long will it take since we want to depart quickly after his arrival in doha

I think a visit visa is valid through the currency of the issue date, you can leave the country and return within the valid dates. Check with Immigration Dept at Airport, dont rely on me!

However I think you would have more problems at the Saudi Border as they would be very suspicious of someone on a visit visa trying to enter KSA, probably not so much so at UAE border but check first!
