Marriage here is pretty simple, go to the Sharia court in the morning and ask them what is required. Sometimes the lady needs to go to the civil court for a civil status paper (I am not sure if she needs to do this as she is not a resident). If not she may need to have one attested by the embassy. Once you are OK'd by the Sharia court (this is the one near the Mannai R/A) they will tell you to come after Magrib for marriage. Also if she hasnt been married before they will ask for her father as her Walli. If you ask the court perhaps they can make an exception and the judge can act on her behalf.

I would speak to one of your embassies - they are the ones who could give you the most guidance!
