Can you give me some pros and cons on renting or buying a car... and on how would one go about doing either?

Well, if it is for short period (i.e. 3 to 4 months) you can better go for renting a brand car which might cost you approximately 1,800/- p.m. (Maintenance + Reparis free). On the other hand, if you are staying for quite some time in Qatar then you can buy a brand new car or 2005 Model nearly for half price, but your own maintenance.
