Please allow me to attempt to help with a translation:

your:

"HOW I LEARN FRANCE LANGUAGE I AM DOING MY UP DOWN DUTY AND I CANT ATTEND MY REGULAR CLASSES ANY BODY HELP ME AND ADVICE ME..."

might mean:

"How can I learn French when I am doing some work which means I can't make my normal classes? Can anybody teach me or advise someone who can?"

or in my gutteral translation:

"Comment j'apprendrai le français quand je ne peux pas faire mes classes normales parce que mes travails? Est-ce que quelqu'un peut m'enseigner?"

and in answer, can I suggest you consider E-learning, or audio learning?

Eat some garlic, wear a stripy top, grow a mustache, put a beret on and hey presto! Your French!

If you want to really impress the locals have a baguette under your arm to ensure total compliance to the French National Code. Good luck.
