Working visa: Valid or not?

Need advise/opinion/help:

My local agency here in Manila said that my working visa (supposedly) was been change to "business visa" due to my Employer in Qatar is having problems getting a approval coming from the Foreign Ministries/Embassy of Qatar in Doha. Is it valid that we can travel and work in Qatar even though they issue a "business visa for us? Although they promise us that our employer will take care and process to work our working visa when we arrive in Doha, Qatar.

Business visa can be used to work for up to 3 months and it is convertable to work visa after arrival. So you can come in here start work and while working your employeer will convert your business visa to work visa you have no problem with it.
