need your advice- visa

I m Sri lankan , I got a job offer from a Company in Qatar & i entered to Qatar on 16 DEC 2008 & join the company. now this is my 6 month still i haven't done my fingerprints but i have done my medical exam.according to that i think that my RP is not created.
so suppose if i get my RP this month after completing finger prints. if i get a better job next month and will i be able to transfer for that company with the current employers no objection letter.if i m to transfer to new company do i have to go back to Sri lanka and come back on there new company's visa. or is it prohibited according to Qatar law to transfer to the new company even though i get the NOC.

please help me..

Since your here for six months without RP, your company has to pay 10Qrs./day penalty to the immigration for untimely processing of your RP, starting from March 16, 2009 till date.

You cant have an exit permit without paying the fines, if you have an NOC you can transfer your sponsorship once your current company pay for the mentioned penalty.
