Mopeds or hybrid Peugeot or Carver in Qatar?

Has anyone seen the new 3 wheel vehicles in Qatar? I saw this article on the police vehicles being used in Qatar and wondered if ordinary people use mopeds or three wheel vehicles in Qatar. Someone mentioned they are available through a dealer in Qatar. Does anyone know if or who carries these in hybrid or electric?
