New Rail Road

The Qatar Government has recently Announced that they will investQr25 Billion [i do not exactly how much] to build a Rail road from tha new Airport and across the Country. Is it Financially Viable for the future for a small country like Qatar. I mean running cost/Passenger usage in the future etc.
