The visa limitation numbers is applied for every nationality and every job. Qatari Government is trying to balance all the multi ethnic exist in Qatar.

Some nationalities already over limit (in population numbers) eg : Indian, Philipino, Pakistani, Sudanese, few other nationalities. That's why it is very limited number working visa is granted to Pakistani.

So, its not about sentiments, I guess every nation has their own best.

Btw, I am not Pakistani but married to Pakistani.
