Dubai Transit Visa

My wife and I are leaving Doha for good. I'm and engineer and my wife a cashier. Both our RPs are set to expire on April 12 and will be cancelled in a few days. We're planning to stay in Dubai for 2-3 days before flying back to our home country. We have an Emirates flight ticket Doha-Dubai (April 11) and Dubai-Manila (April 14). Can we get a transit visa at the Dubai airport? Tried with Emirates but they need a valid RP with up to 6months validity. Hotel visa isn't an option because it's quite expensive and requires us to check-in at their hotels.
