How to get an appointment letter .

We know this is shame to spell out but its true and really need a help in this regard...(COMPANY CHEATING)
Our problem is that we (Group of 35 People)are working in a Bahrain based IT company here at Qatar from last 2 years but till date we haven't got our appointment letter, we tried our level best to get it but of no use .Whenever we asks management they say we will provide you soon but they failed to do so till date every time they are telling different reasons for not giving, they are neither providing our Appointment Letters Nor they are giving NOC letter so that we can have an option to change our job.
We don’t know where to go and complain about this……some people suggested to go and complain to “Ministry Of Labor”……but we exactly don’t know the process and to which ministry or Govt organization to approach, secondly we are afraid if this thing got to know by our company then they will take action against us and we will lose our Jobs.
so please help Us how we can proceed legally and what action take be taken……………
FYI:
1.We are getting salaries but not on any particular date.
2.We haven’t got any incentives from last 2 years as promised.
3.We haven’t got any salary hike in last 2 years as promised.
4.Our maximum RP’s are from local Sponsor not with the working company’s name………afraid local sponsor also don’t know that we haven’t got our appointment letters till now.
5. Provided false information to get RP’s…like salaries/designations…etc and forcedly taken our signs on the contract paper for getting RP’s.

talk to your embassy, make sure you have plenty of copies of the contract and make sure there's no small print or loophole your employer is using. Maybe talk to your sponsor also. You can try to file a complaint with the Qatar Ministry of Labour, but I'm doubtful you'll get a response or at least not one you like. Really anything labour related is an uphill battle in this country. It's much easier for an employer here to terminate an employee and find a replacement than to listen to their complaints.
