which schengen country can issue visa fast and with more success?

Ive got a friend who is planning to go to Paris but he doesnt know which embassy is less strict in issuing Schengen Visa. He is going to Paris but doesnt mind to go 1st to the country which will issue him a visa, then will just take train to Paris.
In the UAE, it looked like Deutsche Embassy is the favoured one. I wonder here in Doha....

A while ago they changed the Schengen visa laws and now you have to apply for a visa from the country that you will spend the most amount of time in....not just first point of entry. So your friend will have to apply with the french embassy - there are no easy shortcuts.
all schengen countries need the same paper works, flight and hotel booking, sponsor letter, insurance, bank statement ... Wherever you go it would be the same.
There is no quick way to get Schengen visa - whatever embassy you go to first will then have to submit your application for appreoval by the other Schengen countries. Once that is in you will get your visa - it is a rather long wait wherever you go.
