How can we locate a person through his mobile number

Hello to all readers,
How can i find a person through only his mobile number? and his mobile is switch off. i dont have any other information about him, but i want to locate him, is there any way to find him through his mobile number or through his id card number.

sounds ominous, if you are that desparate to get hold of them should you be speaking to the police, otherwise why not send a text which should come through when their phone is turned on, if they are out of the country their phone may not work so they won't get the text. Make sure you clearly say who you are and what it is about, I for example don't respond to texts that just say "call me".
